Colin Steele
Director, EightyTwenty Insight Ltd.

Most recently Director, Local Government Policy and Programs at the Commonwealth Department of Infrastructure, Colin has over 30 years experience within the public sector – at all three levels of government. The first ten years of his career was as a town planner for Lithgow, Gosford and Warringah Councils.  Colin then moved to the Commonwealth Department of the Environment to work on national and International coastal policy.  Returning to NSW he undertook strategic planning for the NSW Department of Environment and Planning, followed by six years as South East Regional Coordinator for NSW Premiers Department.  Working at the highest levels, Colin’s role was to resolve the most complex issues of government, support communities in crisis and facilitate whole of government outcomes in partnership with local government.   Moving back to the Commonwealth, Colin managed the Tasmanian Team for the Caring for our Country program and then Local Government Policy and Programs.  


How can Colin assist your business?
Colin has a strong professional background and a long history of successful design and implementation of projects across a wide range of subject areas. Colin is also able to understand and interpret the language of each level of government.

Colin’s experience enables him to assist organisations in the design of policy, program or research with the aim of maximising outcomes. His strength lies in understanding the three levels of government, what works, or does not work, and how to develop positive and productive relationships.  He can help transform the way you deliver through state or local government by building your orginisations capacity and understanding of your partners, by assisting with your strategic thinking and through this, long term business improvement.

Colin has a Bachelor of Arts Degree in economics, law and geography (UNE), a Diploma of Urban and Regional Planning (UNE) and a Diploma of Environmental Studies (Macquarie).


Caitlin Williams
Manager, EightyTwenty Insight Ltd.

Formerly, with the Institute of Public Works Engineering Australia (NSW), Caitlin has over 10 years experience working with the public sector. Being an adept project manager, she successfully ran the learning and development department for the Institute for seven years, and was involved with the development of various publications for Local Government employees. Caitlin joined EightyTwenty Insight at its inception whilst working in the United Kingdom, and has been instrumental to its development, and involved with the formation of its various toolkits and the methodology. Currently Caitlin supports the Director’s by conducting relevant research, developing toolkits and other learning resources for the market, and developing relationships with key industry bodies and government departments. 

How can Caitlin assist your business?
With her strong professional experience and a history of successful projects, Caitlin’s strengths lie in relationship management, strategic thinking and strategic development, project management, and learning and development. Caitlin has a strong working knowledge of the Australian local government landscape, and can utilize her research skills to assist clients’ to find the best engagement strategy.

Caitlin has a Bachelor of Arts (Psychology), a Diploma in Public Relations and a post graduate qualification in Public Health.
