UK public services are under pressure as never before with:

  • A massive deficit expected to exceed £170Bn.
  • Rising customer expectations in the media age, with less and less tolerance for inefficient and impersonal public services.
  • The internet age offering new opportunities for co-operation and innovative multi stakeholder operations.

When you look at the combination of a public funding crisis and growing dissatisfaction with ‘top down’ services there are two possible scenarios – destruction or renewal:

  • large scale closure of and withdrawal of public services and amenities – or
  • the opportunity to re-think structures and priorities leading to a new style of community based services which deliver services in a more appropriate way for today’s society and at a significantly lower public cost. 

Renewal through Citizen-driven design
In partnership with Mott MacDonald and Bisset Adams, we have developed an approach for renewal – Citizen-driven Design (CDD). This is focused on restructuring services to meet the needs of citizens – regardless of where the ‘supply’ currently takes place. Instead of a supply focused system where central government departments and agencies, local authority functions, private and third sector suppliers are rigidly separated – new constructions need to emerge which combine elements of all these to deliver particular outcomes.

Making it happen
Together we have developed a three stage process for delivering transformation.

Stage 1: Developing the Vision
The first stage is relatively short, but is critical to the overall process. Essentially this stage is about answering the questions – where on earth do I start when there are such a daunting array of choices – how can I establish a shared, achievable vision for my local community? We can assist you by taking our structured and proven approach to helping clients identify their vision for change. In our experience, getting started is often the most difficult challenge, which is why we offer a fixed price project for this first stage only.

Stage 2: Design
Having developed the vision, mandate and high-level route-map in stage 1, stage 2 is about turning that into pragmatic designs, working with citizens (so extending engagement into true ‘co-creation’). Design here means:

  • the service delivery models (which partners, which processes, which products and services); ensuring that caters for local needs;
  • the physical space – contributing to regeneration and engaging citizens with the civic realm; and
  • the detailed project plans supported by resource models – including financing.

Stage 3: Delivery
This stage is all about turning the vision into reality. So ensuring that:

  • Project plans are comprehensive, activities are tracked and risks managed.
  • Finances are managed and monitored and the business case is maintained.
  • Any required procurement is put in place in a way that best suits the outcomes to be achieved (there are number of ways in which procurement could be undertaken depending on the requirement).
  • Change management issues are addressed – for example enabling cultural or behavioural change.
  • Making sure that the physical space and communications adhere to architectural and brand designs.
